Mithi, Siga file nominations for lone RS seat

ITANAGAR, June 09: Two candidates filed nominations for the lone Rajya Sabha seat in Arunachal Pradesh today, the last date for filing papers, state Legislative Assembly sources said.

While sitting Congress MP Mukut Mithi filed his papers, Opposition BJP has pitched former legislator Tapen Siga as its candidate, the sources said here.

Siga was accompanied by  BJP leaders including state BJP president Tai Tagak and National General Secretary and ex-MP Tapir Gao during filing of nominations.

Election for the RS seat would be held on June 19 following the expiry of term of office of Mithi on May 26 last.

Scrutiny of papers would be done tomorrow, while the last date for withdrawal of candidature is June 12. Counting of votes would take place on the day of polling itself.

Congress has 42 MLAs in the 60-member Arunachal Pradesh Assembly, opposition BJP has 11 legislators while its ally the People's Party of Arunachal (PPA) has five MLAs. There are also two independent MLAs. PTI/source

 

AAPSU to move AASU on student’s suicide

ITANAGAR, June 09: All Arunachal Pradesh Students’ Union today decided to take up the suicidal death of Arunachalee student Tashi Phuntso at Guwahati on May 31 last with its Assam counterpart All Assam Students’ Union (AASU) to pressurise the police for a timely thorough probe.

AAPSU president Kamta Lapung, in a statement, also welcomed the move of Home Minister Tanga Byaling for writing to Assam Chief Minister Tarun Gogoi in this regard and appealed to the civil society to stand united on the issue.

While condemning unethical behaviour of staff of CIPET, who were accused of attempt to sexually molest the boy that led to take the extreme step, he demanded exemplary punishment for the accused to send a louder message.

 

District coordination meeting on APCMUHIS held

ITANAGAR, June 09: The district level coordination meeting on ‘Arunachal Pradesh Chief Minister Universal Insurance Scheme’ (APCMUHIS) was held under the chairmanship of Chukhu Chachang (EAC),  Kurung Kumey DC in-charge at Koloriang on June 3 last.

Addressing the gathering, DC Kurung Kumey stressed on the importance of the scheme and exhorted all PRI leaders/HoDs/NGOs to cooperate with the health department and Insurance Company for successful enrollment of beneficiaries.

DMO Dr Higio Tama briefed about the aim & objective and other salient features of the scheme.

ZPC Kurung Kumey Sangha Tagik and DSO cum Nodal Officer APCMUHIS Dr Boni Tuluk also spoke on the occasion.

District Coordinator, DHS TPA, Satam Akli was the resource person during the programme.

The meeting was organized by Dedicated Healthcare Services TPA (India) Pvt. Ltd with inputs from department of health & family welfare.

Assembly committees formed

ITANAGAR, June 09: The Committee on Public Accounts, Committee on Public Undertakings and Committee on Estimates  of the  Sixth Legislative Assembly  have been constituted  in the Assembly on June 4 last.  Each committee headed by a chairman comprises of six-member and the members were elected duly by the members of the Assembly House for the term of office not exceeding 20 months

The Speaker has appointed MLAs Nikh Kamin, Tamar Murtem and Tage Taki as the chairman of Committee on Public Accounts, Committee on Public Undertakings and  Committee on Estimates respectively.

 

5 arrested in connection with Bomdila incident

BOMDILA, June 09: The West Kameng District Administration and the Police have made headway in Bomdila incident of May 27 and succeeded in nabbing five accused. Unruly mob had damaged the vehicles of three Tawang MLAs who came to pay their homage to the departed soul of His Eminence Tsona Gontse Rinpoche during his last rites at Gontse Gaden Rabgye-Ling, Upper Gompa, Bomdila on May 27 last. The five accused were arrested on June 4 last and have been taken into seven days police remand.

The Police are on a look out for other accused that hatched the criminal conspiracy and it is expected that soon the other accused too shall be taken into custody. DIPRO

 

ANYA and AAC extend support to ANSU

ITANAGAR, June 09: The All Nyishi Youth Association (ANYA) and Arunachal Against Corruption (AC) have extended its support to All Nyishi Students’ Union (ANSU) in its fight against alleged corruption in implementation of the ST Girls’ hostel projects of various middle schools in Palin area under Kurung Kumey district.

ANYA in a press release said, “we have been observing this issue since last two months and it is clearly understood that blame game is going on between department of social welfare, the nodal department and PWD Sangram, the executing agency of the project. It also looks like that it has been a preplanned game with the government machineries to misuse the public money.”

“Further there are many which remain incomplete due to misuse of fund by officials and local contractors. The nodal department, the executing agency and the local contractors fix within themselves and release the fund even without completion of the work,” the release added further demanding constitution of a committee to unearth the truth alleging fund embezzlement in the construction of Inspection Bungalow at Sangram.

In another release, AAC has termed the allegation that ANSU is taking up the issue on personal grudge against the officer as baseless.

“…Especially in Nyishi inhabited areas, any criticism is dubbed as personal agenda and anti-reform and the flaws in policy are thus perpetuated. This approach is taking Kurung Kumey district backward. It is vital for people and area organizations to speak out, and then only change will come,” it pointed out.

SSA teachers write to Education Commissioner

ITANAGAR, June 09: The All Arunachal Pradesh Sarva Shiksha Abhiyan Assistant Teachers’ Association (AAPSSATA) is yet again in the news for the non receipt of its salary.

In its letter submitted to the commissioner education, saying that it has not received its salary for the month of April and May, requested for the release of the salary.

Teachers are joining their respective posting places for the new academic session and needs expenditure for paper works regarding admission fees etc. Besides this, we had to conduct bridge course for the weak students during the vacation period, the letter read.

Stapled visas to people of Arunachal is a ‘goodwill’ gesture: China

NEW DELHI, June 09: China today justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area.

"China has resorted to a special arrangement of issuance of stapled visa to address the need for travel of local people. This gesture is out of goodwill and flexibility and if we do not do that we will not be able to address the concern of outbound and overseas travel of these people," visiting Chinese Foreign Minister Wang Yi said.

Wang further said "if this is acceptable to Indian side, it could be continued in the future as it does not undermine or compromise our respective positions on the border question and we will be able to address the question of these people".

However, Wang, who was addressing a press conference at the end of his two-day visit to India during which he called on President Pranab Mukherjee and Prime Minister Narendra Modi and held talks with his counterpart Sushma Swaraj, said there can be further discussion on the stapled visa issue during consultation between the consular officials and pitched for a simpler visa regime to enable more people-to-people contact.

China has been issuing stapled visas to residents of Arunachal Pradesh, which India has been protesting maintaining that it does not recognise such visas. PTI

 

Home Dept. to evolve strategy to improve law and order

ITANAGAR, June 09: The State Home department has decided to evolve a strategy to improve the law and order in the state.

Interacting with the DGP and other officers of the Police Department during his maiden visit to Police Headquarters (PHQ) here today, Home Minister Tanga Byaling said that he will soon hold a series of meeting with police, administration, councillors and other organizations to evolve strategies for proper maintenance of law and order and resolving issues like traffic crowds, rash and negligent driving which are becoming a serious problem in Capital Complex.

He also expressed concern over presence of large number of non-locals without inner line permit (ILP) and instructed police for strict checking.

When his attention was drawn towards various problems and shortcomings of Police department, including uniforms, the minister assured to look into the matter and address them on priority basis.

Byaling stressed on proactive policing and fair investigations of cases. He asked the police personnel to stay fit and maintain strict discipline.

Parliamentary Secretary (Home) Likha Saaya taking part in the discussion emphasized on team spirit in the force.

Citing numerous examples as to how good works and goal can be achieved, he exhorted police to educate the citizens to abide by the governing laws of the land and win their confidence.

He advised all to avoid ego and be loyal to the authority and organization.

He assured to work in tandem with the minister to bring about improvement in Police efficiency.

Taking part in the discussion, Principal Secretary (Home) Dharmandra Kumar emphasized the need to prepare perspective plans for infrastructure development of police department. Police department should come up with security advisories for public premises and other infrastructure development so that security features can be incorporated with allied infrastructural development, Kumar suggested. He assured that Home department will sincerely address the issues and problems of Police department under active guidance of Home Minister Byaling.

DGP S. Nithianandam assured that despite various infrastructural and logistic short-coming, Arunachal Pradesh Police will continue to serve the state with utmost sincerity and dedication. Describing the Home Minister a down to earth person, he hoped APP will continue to serve the people and deliver its under his able of leadership.

CM pleads Centre for adequate fund provision

NEW DELHI, June 09: Chief Minister Nabam Tuki has urged upon the Union Ministry of Finance to give special impetus on connectivity as well as development of hydro-power in Arunachal Pradesh, the two most important sectors in the state, which are yet to be fully developed that would bring in rapid development in the long run.

Tuki, while attending the Pre-Budget Consultation Meeting organized by the Union Finance Ministry under the chairmanship of Union Finance Minister Arun Jaitley, drew attention towards the under construction 1556 Km Tans-Arunachal Highway.  He requested the Ministry for adequate fund provision in the budget for timely completion of the crucial strategic roads in the state. He also sought fund provision to complete the Greenfield Airport in the State Capital for which the AAI is preparing the DPR.

Highlighting poor telecommunication in the state, the Chief Minister said, “Since Arunachal Pradesh has the lowest tele-density in the country, a mission mode project for having 100% mobile connectivity in the state may be taken up in this budget, which will have far reaching benefits.”

The Chief Minister also stressed on the importance of development of Border areas, which he explained are tied in a vicious cycle of poverty, unemployment, under development and remoteness. Citing that special problems in remote border areas cannot be tackled in the normal course through normal schemes, he proposed that special mechanisms may be looked into through special Start Up funds for border areas of Arunachal Pradesh besides enhanced allocation for infrastructure for Para Military forces.

Drawing attention of the Union Finance Minister the State’s resources in Hydropower and Tourism, Tuki said hydropower potential of the State can cater to 40% of the Energy demand of the Nation, if harnessed sustainably. However due to constraints like the inability of the State Government to contribute the State equity in the projects where the state share ranges from 11-26%, many of the projects have been stuck in advanced stages, he pointed and requested provisions in line with the pre budget consultation on macroeconomic policies in the ensuing Budget.

The Chief Minister further placed the problem of lack of access to international loans and projects such as those sponsored by ADB, World Bank and others because of several factors. He said time and again, it has been assured that Arunachal will not be allowed to suffer on this account by providing enhanced domestic funding, which however has not really happened till date. He suggested that to compensate this deprivation, another window of funding may be considered in this budget for infrastructure development in the State.

The Chief Minister further pointed that the state was being deprived of accelerated economical activities due to the large forest cover of 82%, which is highest in the country. He said that as these forests play a major role in carbon sink and help in mitigating global warming, Arunachal forests absorb about 1470 million tonnes of carbon di-oxide which when monetized – as estimated by IPCC - amounts to Rs 88200 crore.

“With such vital economic service provided to our nation, it is imperative that the state be adequately compensated for this impediment by providing special fund,” he reasoned.

While congratulating Jaitley and Sitharaman on assumption of office as the Finance Minister and Minister of State, Finance, respectively, Tuki urged them to view Arunachal Pradesh from the prism of its inherent uniqueness of Low Resource Base coupled with its sparse population spread across the State. He said the challenges are aggravated by limited working season owing to protracted rainy season, hampering the timely execution of infrastructure projects. The distance, terrain, geography combined results in high cost of construction, which at times is higher by 900%.

The Chief Minister, however, reiterated that though the State poses unique challenges but at the same time it also provides opportunities for all round growth and inclusive development of the State and contribute to the national growth.

He observed that as Arunachal has seamless emotional integration with India and takes pride in patriotism, all proposals made by the State Government should coincide with national priorities and therefore an intelligent mechanism must be evolved in dovetailing these priorities in the larger interest of the nation.

APCC objects to PPA unit

PPA disowns statement of its city unit

ITANAGAR, June 09: Arunachal Pradesh Congress Committee (APCC) has strongly objected to the statement of district president of Peoples Party of Arunachal (PPA) opposing Tanga Byaling’s appointment as Minister for Home.

“Byaling is one of the senior leaders of the state who has been a cabinet minister for quite a long time. He is abreast with the law and order and has deep understanding of the cultural and ethnic mosaic of various tribes of the state,”APCC Spokesperson Nabam Vivek said in a release.

The Congress party cautioned PPA to refrain from defaming any minister before giving him or her a chance to perform, the party spokesperson said.

Meanwhile, PPA today disowned its City unit’s press statement opposing appointment of Tanga Byaling as home minister terming him inexperienced.

Reacting to the statement, PPA working president Kahfa Bengia clarified that press statement was ‘unauthorized’ and it was purely personal opinon of City unit president.

Clearing the air, PPA working president said  the view expressed by city PPA unit president was not at all the observation of  the PPA. He also disclosed that an inquiry would be initiated against ‘indecent’ press statement and disciplinary action will be taken against the person if found guilty.

Bengia also stated that with the dissolution of the party state executive body including the frontal heads on May 18 last, “the question of validation of any irresponsible and immoral statements by any of the ex-executive member do not hold water and such statement  shall be treated as purely personal opinion.”

Reacting to the statement of  PPA city unit, PPA’s People's Legislature Party (PLP)  leader P D Sona  said “We do not welcome such insensitive remarks. Home Minister is yet to perform and we can not judge his caliber at the initial stage.” Sona further said that he personally does not recommend any such unwanted and insensitive statement in the name of the  party.

 

Felix visits IPR office, calls to improve work culture

NAHARLAGUN, June 9: “The IPR department is ear and mouth of the government, the expertise and experience of the officers has to be exploited to its fullest so that the programmes and policies of the government reaches to the grass root level,” said Government Spokesman and Parliamentary Secretary for Education, IPR & Printing Bamang Felix while interacting with officers during his visit to the directorate of Information & Public Relations and Directorate of Printing here today. Felix was accompanied by IPR Secretary Dani Salu during his visit.

Assuring to look after all the grievances of the department, Felix sought cooperation of the employees in delivering best of services for the betterment of the department, besides calling upon one and all to put in hard work through devotion and sincerity.

“We need to work as a team, as I cannot do much without the support and cooperation of the officers and the officers cannot do much without my  support,” he asserted.

While assuring not to interfere in the workings of the department, he also warned not to tolerate any undue interference from any quarters for the betterment of the department.

Expressing shock over  the  dilapidated condition of the  office building  of the directorate, he said the building is not conducive for office works and instructed the executing Agency of the Soochna Bhawan to expedite every possibility of completing the building so that employees of the directorate is shifted to the new building at the earliest.

While making on –the-spot inspection of the on-going Soochna Bhawan and the Administrative office of the Directorate of Printing being built up near the Directorate of printing, Papu Hills, and discussed with officers of the Executing Agency to get a first hand idea of the projects. He assured to look into the issues behind the slow progress of work following non-release of fund by DoNER in time.

Agreeing that there are few long pending grievances of the department officers, he assured to have a coordination meeting with all the officers  of the department shortly.

The Secretary, IPR and Printing Dani Salu, gave an overview of the activities and roles of both IPR and Printing Departments to the Parliamentary Secretary, while In-charge DIPR, Obang Tayeng and Director of Printing  and Stationeries Tajuk Charu  also briefed him  about works and achievements of their respective directorates.

Felix  also inspected every branches  of the two  offices to have first-hand information about the functioning of the offices of the Directorate of IPR and Printing.  DIPR

 

Agriculture minister for involvement of youths in agri sector

ITANAGAR, June 09: Minister of Agriculture, Horticulture, Animal Husbandry & Dairy Development, Chowna Mein held a meeting with the agriculture departmental officers at his office chamber today to discuss about the departmental programmes in the state.

After  reviewing  the  present status of  schemes and programmes in his department, the Minister stressed the need for motivation of all stakeholders, introduction of high yielding varieties of crops and  involvement of rural youths in farming by  creating income  generating schemes in farming  sectors. He also emphasized the urgent need to explore  the feasibility for creation of more irrigation  system particularly in the foothill areas for higher production.

The Minister appreciated the plea of the department for arrangement of state matching share to access into central Govt. funding against various innovative schemes and assured to take up with the appropriate authority.

Earlier, Agriculture Commissioner Hage Khoda congratulated the minister for taking over the charge of the most important sector and expressed hope that under the dynamic leadership of the most experienced minister, the Agri and allied sector  will rise to a new height.

In a power point presentation, Agriculture Advisor A K Purkayastha elucidated the present status and future strategies for food and farm income security of the state and flagged few important issues for consideration of the state Govt.

It was informed that the Agri & allied sectors’ contribution to state GDP was 31.6% during 2011-12 as against 24.9% during 2006-07 and the crop production programme in the state has maintained around 8% annual growth rate in the first two years (2012-14) of the XII Plan against 6.5% target.

It was also proudly expresses that the state received Krishi Karman Commendation Award from the President of India in two consecutive years 2011-12 and 2012-13 in recognition of the escalation of food grain production.

All the officers of the  agri directorate besides Parliamentary Secretaries Gum Tayeng, Mutchu Mithi and Namsai MLA Jingnu Namchoom were present.

 

Taloh assures all round development

PASIGHAT, June 09: “My focus will be on all round development of my constituency in particular and the state as a whole,”  said Education, Library, Textile & Handloom Minister Tapang Taloh in a public meeting at Pangin today.

The education minister while addressing the teaching community said that teaching was the noblest and highly regarded profession in the world. The teacher must be sincere, dedicated and punctual in their duties. He also spoke on the importance of education and advised the students to be obedient, hardworking and sincere in studies to achieve success life.

Earlier, the education minister held an interactive meeting with the senior officers of education department to take stock of the all the projects and other activities being carried out by the department. In his brief address to the educationists, Taloh said good education is the base for prosperity, economic growth and development.

Meanwhile, he  conveyed his gratitude to the Chief Minister Nabam Tuki for inducting him into his cabinet and also the people of Pangin-Boleng, especially the youths who reposed their faith and elected him as MLA for third consecutive times.

DC, HoD, Police meet for monsoon preparedness

ITANAGAR, June 09: Following arrival of monsoon, a coordination meeting of Heads of Department (HoD) of Kurnung Kumey district, GREF and paramilitary forces was held in the office chamber of Kurung Kumey Deputy Commissioner to discuss various issues ranging from implementation of various schemes and projects, road and communication, health and sanitation, electricity and water supply etc. with special focus on monsoon preparedness.

Addressing the meeting, Kurung Kumey Deputy Commissioner C Chukhu instructed various HoDs to keep cooperation and maintain communication with each other for proper administration. He asked BRTF to keep all roads through during monsoon with proper planning and power department to ensure regular power supply.

Taking serious note of the absenteeism by few officers and officials posted in the district, the deputy commissioner urged all HoDs and administrative officers to stay at their respective place of posting. He informed that absentee tracking system will be initiated soon and data uploaded in the official website through NIC.

Exhorting the officers and officials to develop work culture, he said, “Money should not command you to work but you should command money to work.”

“Government employees, who are interested in politics and business, should quit their job enabling dedicated unemployed youths to fill their posts,” the DC said straightforwardly. He also opined that “Government employees should be work centric but not chair centric.”

Highlighting the problems faced by the health department in the district, the District Medical Officer informed about the shortage of man power and unavailability of medicines. He also warned about possible outbreak of water borne diseases and malaria during the monsoon season.

Dr. B. Tuluk suggested for chlorination of water tanks to prevent and control water borne diseases.

Deputy Director of UD and Housing informed about the difficulties faced by the department in functioning smoothly due to insufficient man power. He also informed that various projects are suffering due to problem in acquiring land.

STS Station Superintendent requested for allotment of land for setting up of a bus parking place and booking counter at Koloriang.

District Agriculture Officer informed that various CSS are under implementation and beneficiary centered schemes are being taken up with due consultation with PRIs members.

District Horticulture Officer informed that major projects in large Cardamom and cinnamon plantations are being implemented. Scope for orange plantation has been identified in Palin, Yangte while Nyapin is ideal for large cardamom plantation, he said.

The Executive Engineer, Hydropower, informed that 11 projects with a total capacity of 6.21 MW have been sanctioned in Kurung Kumey district out of which two projects have been completed, one commissioned and two are near completion. A mini project with 1 MW capacity for Koloriang will be completed soon. He also highlighted the difficulty faced due to lack of office at Koloriang.

The Divisional Forest Officer also informed about lack of manpower in his department which is causing difficulty in running the office.

District Land Revenue and Settlement Officer highlighted the problem of land encroachment, dearth of land, lack of communication and apathy of other departments with regards to acquisition of land for construction of infrastructure etc. She also apprised the meeting regarding difficulty in carrying out eviction drive due to non-posting of a regular Estate Officer at Koloriang.

The representatives from GREF requested for expending land acquisition for construction of double lane road and informed that indiscriminate quarrying in road side, construction of houses on the Right of Way (RoW), dumping of construction materials and waste along the road, choking the drain, jhum cultivation etc. are causing damage to roads.

He also informed that manpower and required machineries are ready to meet any emergency during the monsoon season.

The Executive Engineer, Power, informed about the implementation of RGGVY project in the district and stated that lack of communication facility or ability is hampering the prompt maintenance or restoration of any power failure.

The District Food and Civil Supplies officer informed that NFSP is likely to be implemented by July, 2014 in Kurung Kumey district and sufficient buffer stock of food grains has also been maintained.

Official from department of Geology and Mining informed about various causes of poor collection of revenue.

The Deputy Director, SW & WCD informed about various pension schemes and highlighted the problem of under qualified Anganwadi workers in the district. She suggested ways to stem the leakage of funds to beneficiaries.

Executive Engineer, PHE & WS, highlighted the problem faced in laying supply lines due to objections from land owners.

Tali ADC in-charge requested for construction of official residence at Tali on priority basis.

Palin ADC highlighted the lack of coordination and confidence of the work departments with the local administration acting as the monitoring agency. She also highlighted the various problems faced by the monitoring agency due to lack of proper communication and indiscipline among Govt. officials, who frequently leave station without prior permission from the higher authority.

The DDMO in-charge while presenting the plan for disaster preparedness, requested all the concern departments to appoint Nodal officers and Resources Inventory of the respective departments and submit the list as part of mitigation plan.

Khimhun releases quarterly advisory bulletin

ITANAGAR, June 09: Parliamentary Secretary (Trade & Commerce) Phosum Khimhun launched the quarterly advisory bulletin on tea cultivation in a simple function here today.The quarterly advisory bulletin for the tea farmer has been brought out by Arunachal Advisory Centre, Tea Research Association, Itanagar under the aegis of the Department of Trade and Commerce, GoAP.

Addressing the gathering after launching the advisory bulletin, Khimhun expressed gratitude to the Chief Minister for giving him the opportunity to assist him in dealing with the affairs of the Department of Trade and Commerce for the second consecutive term.

While appreciating the sincere and dedicated efforts of the officers of the Trade and Commerce department and the Head of Offices of the Commodity Boards, he directed them to invest in more time and knowledge to mentor the marginal tea farmers of the state.

Earlier, Director of Trade and Commerce Department Tokong Pertin briefed the importance and necessity of bringing out such technical advisory bulletin for the benefit of the tea farmers. Since continuous use of chemical is harmful to tea consumers as well as detrimental for the environment, Pertin advised the tea farmers to regularly read the advisory bulletin which will be available in the department’s website.

Tadak Gab, President, Arunachal Pradesh Small Tea Growers’ Association and Taba Taram, President, Arunachal Rubber Growers’ Association also spoke on the occasion.

 

Saaya calls for promotion of youth activities

ITANAGAR, June 09: Parliamentary Secretary, Home and Sports & Youth Affairs, Likha Sayaa today visited the Directorate of Sports & Youth Affairs & Sangay Lhaden Sports Academy Complex, Chimpu,  here  and interacted with all the department officers and officials  and faculties of SLSA.

Later addressing a meeting at the conference hall of Sports Authority of Arunachal, Sayaa urged the  stakeholders to work hard  for promotion of sports and games with much involvement of youths. He also advocated   for sincerity and devotion in order to improve work culture and to fulfill  the dream of Chief Minister Nabam Tuki  who always  puts emphasis on promotion of games & sports and youth activities in the state.

Belatee Pertin, Sports & Youth Affairs Secretary stressed on creation of pragmatic youth policy to channelize youths power and generate employment opportunity. He also gave priority to infrastructure development and early completion of ongoing schemes and calls for basic amenities like water, electricity, sanitation, hygienic food etc in the SLSA.

DK Dinglow, Director, SYA has also apprised the parliamentary secretary on the on the activities of the dept. during the meeting.  Saaya, accompanied by officers and officials also visited  under construction sports infrastructure within the sports complex.

 

Readers Mela organized to mark the end of mini library prog

WAKRO, June 09: The summer-vacation heat in the Medo plains of Wakro circle turned milder when the reader- activists of APNE Library organized a joyous Readers’ Mela at the Gyan Sarovar Academy premises on sat June 7. The Mela was organized by the ‘Reading Brigades’ of Lamliang, Karhe, Medo, Manyuliang, Namgo, & Tissue – all villages around Medo to mark the concluding ceremony of two- month-long vacation Mini- Library programmes. This unique library initiative to take books to children, when they cannot come to books, has been, for the last 4 summers, bringing the joy of reading all through April & May, to hundreds of children and youth in these remote villages, with no access to any reading materials.

The Readers’ Mela began on a spirited note with Lamliang Reading Brigade volunteers organizing a tree-plantation in the school campus. The principal of the school Ramlal and the Coordinator of the Readers’ Mela, Tangja Singpho planted pongamia saplings, an evergreen avenue tree, popularized as an important source of bio-diesel by the central Govt.  

The highlight of the Mela conducted by experienced senior reader-activists of APNE Library, Wakro and Bamboosa Library, Tezu, was the training sessions for the Medo village children in book reading, story-telling, poem recitation and doing skits. Many mothers who had gathered to watch the Mela felt thrilled, as their children started performing them shedding inhibition.

The valedictory session of the Mela saw the participants and the Reading Brigade teams presenting their best items before the chief guest Sanjay Ngadong, ASM Medo, Chairman, ASSET, Wakro, teachers, parents and a few visitors from Andhra Pradesh.

The reader-activists Aswini Khamblai ( Medo), Laxmi Ngadong & Achila Ngadong (Lamliang), Sonia Pul, Pipisi and Naina Halai (Karhe) amply demonstrated their admirable leadership and training skills in motivating rural children and their parents to take library reading seriously. They were ably supported by Anjangmai Mam, Bialu Khambrai (Bamboosa Library) and Mosamlu Manyu & Disemsi Yun (Manyuliang). The skit on ‘role of parents in their children’s schooling’, witty poems on environment and concern for public good, were lessons  not only for the young but their parents as well.

Lauding the Library activists, Sanjay Ngadong assured all help to continue the movement ahead and appealed to the parents to encourage their children to attend vacation library programmes regularly.

Moved by the novelty and utility of the effort, a London youth group has offered to contribute children’s books to strengthen the Reading Brigades in Medo villages.

GSU lodges complaint with DC against schools for ‘flouting’ provisions of RTE Act

ITANAGAR, June 09: The Galo Students’ Union (GSU) has lodged a complaint with West Siang Deputy Commissioner against various schools in the district for allegedly collecting exorbitant fee from students from Class I to VIII in total violation of Right To Education (RTE) Act.

As per RTE Act, all children of the age of 6- 14 years have right to free and compulsory education in a government school till completion of elementary education (Classes 1-8). The Act also prohibits collection of donation or capitation fee. They are also entitled to free textbooks, writing materials and uniforms, said GSU in its letter to the DC.

But, various government schools in West Siang district are allegedly charging high admission and other fee from students of Class-1 to VIII in violation of the RTE Act.. Further, free textbooks, uniforms and other writing materials are also not being provided regularly. Even in Higher Secondary level, laboratory fees are collected from students opting for Arts, it claimed. It also alleged collection of library fees from students where there is no such facility. NCC and Scout & Guide fees are also charged in some schools even from those students who have not opted for these activities, it further claimed.

While demanding strict implementation of the Act in the district, GSU demanded the DC to initiate action against those schools for flouting the provisions of the Act. The students union also demanded the education department to publish the order, if any, authorizing the school authorities to collect fee from students of Cass-l to VIII.

Height of selfishness

Congress party won 42 seats in the recently concluded assembly election and has been given thumping majority by the people of this state. However instead of respecting people’s mandate, virtual fight among Congress legislators is being witnessed for ministerial and parliamentary secretary’s berth. It took days for Chief Minister Nabam Tuki to declare the name of his 9 cabinet ministers. Intense lobbying was witnessed for the ministerial berth. The Congress high command had to intervene to make way for cabinet formation.

Now with the appointment of 18 parliamentary secretaries, government of Arunachal has sprung bigger surprise. The appeasement policy adopted by Congress party is going to seriously burden the state exchequer. Already post of speaker and deputy speaker has been given to the two Congress MLAs. It means till now 30 Congress MLAs out of 42 including Chief Minister Nabam Tuki has been given appointment in various posts. The Congress MLAs are not interested to remain as simple MLA and is using every pressure tactics to get appointed as minister and parliamentary secretary. The party does not seem to care for the people of state and their leaders are only concern for themselves. It is height of selfishness.

Maintain transparency

Dear Editor,

Through your esteemed daily, we the Panchayat leaders of 18 Palin Assembly constituency would like to draw the attention of the education department of Kurung Kumey towards illegal recruitment process being adopted for recruitment  to the posts of Computer Operator, Peon, Chowkidar in all residential schools.

The recruitment process is illegal and non-transparent. All Panchayat leaders of concerned area have not been informed thought the Department stated that the advertisement was already published in local dailies in this regard.

We opposed the recruitment process being conducted without the knowledge of Panchayat leaders and we cordially appeal the Education Department to maintain transparency in recruitment and conduct written interview instead of Walk in Interview in order to select  the  right candidates according to merit.

An appeal for proper implementation of RTE Act

Dear Editor,

Through this reputed daily, I would like highlight the Constitution (Eighty-sixth Amendment) Act, 2002 which inserted Article 21-A in the Constitution of India to provide free and compulsory education of all children in the age group of six to fourteen years as a Fundamental Right.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, which represents the consequential legislation envisaged under Article 21-A, advocates that every child has the right to full time elementary education of satisfactory and equitable quality in a formal school which satisfies certain essential norms and standards. Article 21-A and RTE Act came into effect on 1 April 2010. The title of the RTE Act incorporates the words ‘free and compulsory’. ‘Free education’ means that no child, other than a child who has been admitted by his or her parents to a school which is not supported by the appropriate Government, shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education. ‘Compulsory education’ casts an obligation on the appropriate Government and local authorities to provide and ensure admission, attendance and completion of elementary education by all children in the 6-14 age group. With this, India has moved forward to a rights based framework that casts a legal obligation on the Central and State Governments to implement this fundamental child right as enshrined in the Article 21A of the Constitution, in accordance with the provisions of the RTE Act. But here in our state many of the Govt. schools from primary to middle school, they take money from students in the name of school development fund like; benches & desk maintenance, exams papers, fan purchasing, peon payment etc.

Recently I visited more than 7 to 8 schools in the capital complex which take fees from the students. It is very sad to say that they collecting amount ranging from Rs. 1500, 500, 200, and 1000 from class- V-VIII. Different schools charge differently.

There are many questions to be asked to the school principal and head master for charging fees from primary level to middle school from students, where on the other hand according to RTE Act, education has been made free and compulsory. And the reason they give is that the government do not provide any fund for the facilitation of the scheme. Even this year, school authorities are taking huge amount in the name of admission fees. I would like to question why the school authorities are charging fees from the students. Why are they violating RTE Act? Are Govt. Schools run by Govt. fund or from student’s fees as the school authority are charging exorbitant fees?

If at all the Govt. is doing their part, please stop collecting fees from students in Govt. schools and issues notification to concern school principals & headmasters to stop collecting fees from the students.

Therefore, it is my humble request to education department to implement RTE Act in proper way for the well being of state and I also appeal all the citizens to act as watch dog for proper implementation of RTE Act.
