Mithi, Siga file nominations for lone RS seat
ITANAGAR, June 09: Two candidates filed nominations for the lone Rajya Sabha seat in Arunachal Pradesh today, the last date for filing papers, state Legislative Assembly sources said.
While sitting Congress MP Mukut Mithi filed his papers, Opposition BJP has pitched former legislator Tapen Siga as its candidate, the sources said here.

ANYA and AAC extend support to ANSU
ITANAGAR, June 09: The All Nyishi Youth Association (ANYA) and Arunachal Against Corruption (AC) have extended its support to All Nyishi Students’ Union (ANSU) in its fight against alleged corruption in implementation of the ST Girls’ hostel projects of various middle schools in Palin area under Kurung Kumey district.
ANYA in a press release said, “we have been observing this issue since last two months and it is clearly understood that blame game is going on between department of social welfare, the nodal department and PWD Sangram, the executing agency of the project. It also looks like that it has been a preplanned game with the government machineries to misuse the public money.”
“Further there are many which remain incomplete due to misuse of fund by officials and local contractors. The nodal department, the executing agency and the local contractors fix within themselves and release the fund even without completion of the work,” the release added further demanding constitution of a committee to unearth the truth alleging fund embezzlement in the construction of Inspection Bungalow at Sangram.

Stapled visas to people of Arunachal is a ‘goodwill’ gesture: China
NEW DELHI, June 09: China today justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area.
"China has resorted to a special arrangement of issuance of stapled visa to address the need for travel of local people. This gesture is out of goodwill and flexibility and if we do not do that we will not be able to address the concern of outbound and overseas travel of these people," visiting Chinese Foreign Minister Wang Yi said.
Wang further said "if this is acceptable to Indian side, it could be continued in the future as it does not undermine or compromise our respective positions on the border question and we will be able to address the question of these people".

PPA disowns statement of its city unit
ITANAGAR, June 09: Arunachal Pradesh Congress Committee (APCC) has strongly objected to the statement of district president of Peoples Party of Arunachal (PPA) opposing Tanga Byaling’s appointment as Minister for Home.
“Byaling is one of the senior leaders of the state who has been a cabinet minister for quite a long time. He is abreast with the law and order and has deep understanding of the cultural and ethnic mosaic of various tribes of the state,”APCC Spokesperson Nabam Vivek said in a release.
The Congress party cautioned PPA to refrain from defaming any minister before giving him or her a chance to perform, the party spokesperson said.
Meanwhile, PPA today disowned its City unit’s press statement opposing appointment of Tanga Byaling as home minister terming him inexperienced.
Reacting to the statement, PPA working president Kahfa Bengia clarified that press statement was ‘unauthorized’ and it was purely personal opinon of City unit president.
Clearing the air, PPA working president said the view expressed by city PPA unit president was not at all the observation of the PPA. He also disclosed that an inquiry would be initiated against ‘indecent’ press statement and disciplinary action will be taken against the person if found guilty.

Agriculture minister for involvement of youths in agri sector
ITANAGAR, June 09: Minister of Agriculture, Horticulture, Animal Husbandry & Dairy Development, Chowna Mein held a meeting with the agriculture departmental officers at his office chamber today to discuss about the departmental programmes in the state.
After reviewing the present status of schemes and programmes in his department, the Minister stressed the need for motivation of all stakeholders, introduction of high yielding varieties of crops and involvement of rural youths in farming by creating income generating schemes in farming sectors. He also emphasized the urgent need to explore the feasibility for creation of more irrigation system particularly in the foothill areas for higher production.
The Minister appreciated the plea of the department for arrangement of state matching share to access into central Govt. funding against various innovative schemes and assured to take up with the appropriate authority.

DC, HoD, Police meet for monsoon preparedness
ITANAGAR, June 09: Following arrival of monsoon, a coordination meeting of Heads of Department (HoD) of Kurnung Kumey district, GREF and paramilitary forces was held in the office chamber of Kurung Kumey Deputy Commissioner to discuss various issues ranging from implementation of various schemes and projects, road and communication, health and sanitation, electricity and water supply etc. with special focus on monsoon preparedness.
Addressing the meeting, Kurung Kumey Deputy Commissioner C Chukhu instructed various HoDs to keep cooperation and maintain communication with each other for proper administration. He asked BRTF to keep all roads through during monsoon with proper planning and power department to ensure regular power supply.
Taking serious note of the absenteeism by few officers and officials posted in the district, the deputy commissioner urged all HoDs and administrative officers to stay at their respective place of posting. He informed that absentee tracking system will be initiated soon and data uploaded in the official website through NIC.
Exhorting the officers and officials to develop work culture, he said, “Money should not command you to work but you should command money to work.”
“Government employees, who are interested in politics and business, should quit their job enabling dedicated unemployed youths to fill their posts,” the DC said straightforwardly. He also opined that “Government employees should be work centric but not chair centric.”
Highlighting the problems faced by the health department in the district, the District Medical Officer informed about the shortage of man power and unavailability of medicines. He also warned about possible outbreak of water borne diseases and malaria during the monsoon season.
Dr. B. Tuluk suggested for chlorination of water tanks to prevent and control water borne diseases.
Deputy Director of UD and Housing informed about the difficulties faced by the department in functioning smoothly due to insufficient man power. He also informed that various projects are suffering due to problem in acquiring land.
STS Station Superintendent requested for allotment of land for setting up of a bus parking place and booking counter at Koloriang.
District Agriculture Officer informed that various CSS are under implementation and beneficiary centered schemes are being taken up with due consultation with PRIs members.
District Horticulture Officer informed that major projects in large Cardamom and cinnamon plantations are being implemented. Scope for orange plantation has been identified in Palin, Yangte while Nyapin is ideal for large cardamom plantation, he said.
The Executive Engineer, Hydropower, informed that 11 projects with a total capacity of 6.21 MW have been sanctioned in Kurung Kumey district out of which two projects have been completed, one commissioned and two are near completion. A mini project with 1 MW capacity for Koloriang will be completed soon. He also highlighted the difficulty faced due to lack of office at Koloriang.
The Divisional Forest Officer also informed about lack of manpower in his department which is causing difficulty in running the office.

The District Food and Civil Supplies officer informed that NFSP is likely to be implemented by July, 2014 in Kurung Kumey district and sufficient buffer stock of food grains has also been maintained.

Khimhun releases quarterly advisory bulletin
ITANAGAR, June 09: Parliamentary Secretary (Trade & Commerce) Phosum Khimhun launched the quarterly advisory bulletin on tea cultivation in a simple function here today.The quarterly advisory bulletin for the tea farmer has been brought out by Arunachal Advisory Centre, Tea Research Association, Itanagar under the aegis of the Department of Trade and Commerce, GoAP.
Addressing the gathering after launching the advisory bulletin, Khimhun expressed gratitude to the Chief Minister for giving him the opportunity to assist him in dealing with the affairs of the Department of Trade and Commerce for the second consecutive term.
While appreciating the sincere and dedicated efforts of the officers of the Trade and Commerce department and the Head of Offices of the Commodity Boards, he directed them to invest in more time and knowledge to mentor the marginal tea farmers of the state.
Earlier, Director of Trade and Commerce Department Tokong Pertin briefed the importance and necessity of bringing out such technical advisory bulletin for the benefit of the tea farmers. Since continuous use of chemical is harmful to tea consumers as well as detrimental for the environment, Pertin advised the tea farmers to regularly read the advisory bulletin which will be available in the department’s website.

GSU lodges complaint with DC against schools for ‘flouting’ provisions of RTE Act
ITANAGAR, June 09: The Galo Students’ Union (GSU) has lodged a complaint with West Siang Deputy Commissioner against various schools in the district for allegedly collecting exorbitant fee from students from Class I to VIII in total violation of Right To Education (RTE) Act.

Height of selfishness
Congress party won 42 seats in the recently concluded assembly election and has been given thumping majority by the people of this state. However instead of respecting people’s mandate, virtual fight among Congress legislators is being witnessed for ministerial and parliamentary secretary’s berth. It took days for Chief Minister Nabam Tuki to declare the name of his 9 cabinet ministers. Intense lobbying was witnessed for the ministerial berth. The Congress high command had to intervene to make way for cabinet formation.
Now with the appointment of 18 parliamentary secretaries, government of Arunachal has sprung bigger surprise. The appeasement policy adopted by Congress party is going to seriously burden the state exchequer. Already post of speaker and deputy speaker has been given to the two Congress MLAs. It means till now 30 Congress MLAs out of 42 including Chief Minister Nabam Tuki has been given appointment in various posts. The Congress MLAs are not interested to remain as simple MLA and is using every pressure tactics to get appointed as minister and parliamentary secretary. The party does not seem to care for the people of state and their leaders are only concern for themselves. It is height of selfishness.

An appeal for proper implementation of RTE Act
Dear Editor,
Through this reputed daily, I would like highlight the Constitution (Eighty-
The Right of Children to Free and Compulsory Education (RTE) Act, 2009, which represents
the consequential legislation envisaged under Article 21-
Recently I visited more than 7 to 8 schools in the capital complex which take fees
from the students. It is very sad to say that they collecting amount ranging from
Rs. 1500, 500, 200, and 1000 from class-
There are many questions to be asked to the school principal and head master for charging fees from primary level to middle school from students, where on the other hand according to RTE Act, education has been made free and compulsory. And the reason they give is that the government do not provide any fund for the facilitation of the scheme. Even this year, school authorities are taking huge amount in the name of admission fees. I would like to question why the school authorities are charging fees from the students. Why are they violating RTE Act? Are Govt. Schools run by Govt. fund or from student’s fees as the school authority are charging exorbitant fees?
If at all the Govt. is doing their part, please stop collecting fees from students in Govt. schools and issues notification to concern school principals & headmasters to stop collecting fees from the students.
Therefore, it is my humble request to education department to implement RTE Act in proper way for the well being of state and I also appeal all the citizens to act as watch dog for proper implementation of RTE Act.
